(1) Repairing small areas on popcorn textured ceilings is usually the least expensive route. Keep in mind that it takes an experienced drywall man to match your texture from 80% to 100% sometimes its not possible to get a perfect match!
(2) Removing popcorn texture can be more costly however if you really hate the stuff it may be whats right for you. Realize that once removed the ceilings should be finished properly and sanded very well by a professional finisher. A coat of sealer should be applied before a coat of paint is applied. Touch up should be done before the final coat of paint. You should know that this is a labor intensive, nasty, dusty job and a couple of rooms may have to be done at a time if the home is occupied.
(3) Painting popcorn textured ceilings - it has been my experience that painting this material can cause more problems than it is worth. To start with the texture may come off when the paint is being applied and if not at that time it may fall off or start flaking when the paint dries. One other problem with painting popcorn texture is that if you decide to remove it after it has been painted it can make the removal process much more difficult depending on what type of paint you used.
